General Definition of Work

The Accounting Manager, under limited supervision, performs highly complex work with considerable decision-making discretion performing financial analytical work and reconciliation work involving monitoring of revenues/expenditures, development and supervision of Medicaid reimbursement systems, and reimbursement of expenditures for federal, state, and local special revenue and construction funds. This position oversees accounting operations, which include financial accounting and accounts payable.  Employee performs advanced and managerial work to carry out Board of Education policies and procedures related to accounting systems under the direction of the Director of Budgeting and Compliance.

Place of Work

The normal place of work is on the premises used by Rock Hill Schools. Rock Hill Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

 

Essential Functions

  • Adhere to all state, federal, and local laws, policies, and procedures
  • Lead, manage, supervise, and evaluate assigned staff/programs
  • Establish internal controls and guidelines for accounting transactions/budget preparation
  • Audit duties include regularly testing controls, performing inventory reviews, and budget preparation
  • Oversee preparation of business activity reports, financial forecasts, and annual budgets
  • Audit accounts to ensure compliance with state and federal regulations
  • Coordinate with outside auditors and provide information for the annual external audit
  • Manage and maintain accounting and capital asset reporting, debt reporting, tracking assets, and arbitrage (i.e. Fixed Assets, Capital Projects, Bonds, etc. )
  • Maintain employee position control through allotments to include verification/tracking in collaboration with human resources
  • Oversee reconciliation of bank accounts (local general fund, payroll account, etc.) and other accounts for district and other related entities
  • Oversee development and supervision of Medicaid reimbursement systems
  • Serve as the district grant accounting administrator to include financial reporting, training, and technical support
  • Implement and maintain proper internal control procedures and develop/test procedures to determine compliance while supporting bookkeepers and school administrators
  • Assist with the year-end closing of the financial records and preparation of required documentation for the financial statement audit
  • Implement an accounting system adequate to record transactions in accordance with the requirements of GAAP, the South Carolina State Board of Education, and other relevant state and federal agencies
  • Monitor, maintain, and comply with a system of controls over cash receipts, deposits, disbursements, and investments in accordance with requirements of the Office of the State Treasurer, the Office of the State Comptroller, and the South Carolina Department of Education and in accordance with standard business practices
  • Ensure compliance with the Financial Accounting Handbook and account structures mandated for school district use by the State Department of Education
  • Facilitate staff meetings and attend other related meetings as needed/required
  • Complete local, state, or federal surveys and reports accurately and promptly
  • Participate/facilitate in professional development workshops and leadership training
  • Create an inclusive environment with positive communication/public relations
  • Perform related work as assigned or required

 

Knowledge, Skills, Abilities

  • Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system financial policies
  • Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system finances
  • Knowledge of generally accepted accounting principles and principles of public administration, particularly as they relate to units of local government
  • Knowledge of State statutes, policies, and regulations regarding financial transactions and of federal laws and rules impacting financial operations
  • Skilled in technology with demonstrated ability to use spreadsheet software and word processing software
  • Ability to use computer-based financial software packages to include experience with database search and retrieval both through query functions and typical web-based reporting in order to answer questions or to detect errors
  • Thorough knowledge of county and school board policies, procedures, and standards regarding funding, position control, and allotments
  • Ability to compile, analyze, and interpret data to make data-driven decisions and recommendations
  • Ability to maintain professional and emotional control under stress
  • Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
  • Ability to learn and use specialized tools, equipment or software related to business needs

Education and Experience

  • Bachelor’s degree in business administration, accounting, or related area required
  • Certified School Business Officer Credential or ability to obtain preferred
  • Equivalent combination of experience and education

 

Special Requirements

  • Possess and maintain a valid Driver’s License or ability to provide own transportation
  • Travel to school district buildings and professional meetings

 

Physical Requirements/Working Conditions

  • Work requires the occasional exertion of up to ten pounds of force
  • Work regularly requires exchange of accurate and detailed information through oral and written communication
  • Constantly operates a computer and other office business equipment
  • Ability to remain in stationary position for required meetings/work
